Philip L. Fowler is a 20-year veteran of the United States Marine Corps, retiring as a gunnery sergeant in 1995. Born in Indianapolis and raised in Plainfield and Greenwood, he is the father of 7 and is presently engaged to be married.  Moving to Monrovia in 2006, he was first appointed to the Monrovia Plan Commission in 2008. He was serving as vice-president of the Plan Commission in 2010 when he first ran for Town Council. Winning the caucus to replace a member who moved in December 2011, he has been reelected twice more in 2014 and 2018. He has served as vice president of the Town Council since 2017 and was elected President in January 2021. He is a graduate of Center Grove High School and holds a baccalaureate degree in Computer Information Systems from Park University in Missouri.
